Kuching North Earns Five-Star Rating in PBAT 2026

The Commission of the City of Kuching North (DBKU) has secured a five-star rating under the 2026 Technical Audit Star Rating Programme (PBAT) conducted by the Local Government Department (JKT), Ministry of Housing and Local Government (KPKT).

The recognition marks another achievement for DBKU in its efforts to strengthen environmental health management and the delivery of municipal services in Kuching North.

DBKU Mayor Dato Hilmy Othman received the five-star recognition on behalf of the city council during the 2026 World Environmental Health Day Celebration organised by KPKT, held at Bertam Resort, Seberang Perai, Penang, on September 13.

The PBAT assessment forms part of JKT’s key performance indicators and is carried out among selected local authorities to evaluate the implementation and delivery of environmental health programmes.

The assessment is intended to ensure that local authority services comply with relevant policies, legislation, regulations and guidelines.

For DBKU, the five-star rating reflects its continued efforts to ensure that environmental health services are managed in a systematic, effective and quality-driven manner, with the wellbeing of the community remaining a key priority.

The areas covered include important urban issues such as city cleanliness, food safety, pollution control, solid waste management and other environmental matters that can affect public health and quality of life.

DBKU said the achievement was made possible through the commitment, cooperation and teamwork of its staff, together with the involvement and support of the community.

The city council also views the recognition as an opportunity to further strengthen a culture of excellence and continuous improvement in municipal service delivery.

The recognition comes as DBKU continues to pursue a broader agenda of improving Kuching’s urban environment and quality of life.

Kuching North has also been working towards its Smart City Level Two rating, with its Smart City Action Plan 2026–2030 developed as a framework for more structured and phased urban development.

The PBAT achievement also highlights the increasingly important role played by local authorities in maintaining clean, safe and healthy urban environments.

For Kuching North, the five-star rating provides another recognition of DBKU’s ongoing efforts to improve environmental health services while strengthening municipal governance and service delivery.
